Book launch: Principles of Shared Responsibility in International Law

booksharesOn Thursday 11 December 2014, the SHARES project/Amsterdam Center for International Law in cooperation with Cambridge University Press will organise a book launch in the Hague to present the first volume of the SHARES book series: Principles of Shared Responsibility in International Law: An Appraisal of the State of the Art.

The book contains a critical review of the established principles of international responsibility as developed by the International Law Commission – that are widely considered to be the state of the art in the law of international responsibility – from the perspective of shared responsibility. The volume also identifies any developments that might de lege ferenda provide for a better fit between the law of responsibility and shared responsibility.

Programme
The two editors of the book Professor André Nollkaemper (director of the SHARES project and professor of public international law at the University of Amsterdam) and Dr. Ilias Plakokefalos (post-doctoral researcher in the SHARES project at the University of Amsterdam) will provide a short introduction to the volume.

His Excellency Judge Peter Tomka (president of the International Court of Justice) will provide some general remarks about questions of international and shared responsibility, and their connection with the work of the ICJ.

Professor Pierre d’Argent (professor at the University of Louvain (UCL)) will give a presentation on the subject of his chapter ‘Reparation, Cessation, Assurances and Guarantees of Non-Repetition’ (chapter 7 of the volume).

After the presentations there is an opportunity for questions from the audience.

SHARES Seminar on Shared Responsibility in Partnerships among International Institutions

On Friday 3 October 2014, the seminar ‘Shared Responsibility in Partnerships among International Institutions’ will be held in Amsterdam.

The seminar will explore whether and on what grounds partnerships between international institutions (involving institutions such as the World Bank, the IMF, the WHO, the OECD and the European Union) may result in a shared responsibility between the participating institutions and/or other involved actors.

As little is known on the practice of such partnerships, a key aim will be to map the relevant practice of partnerships, and to confront that with international principles of responsibility and accountability of international organisations.

Joint ESIL IGPS/SHARES Symposium: ‘The Changing Nature of Peacekeeping: Challenges for Jus ad Bellum, Jus in Bello and Human Rights’

The European Society of International Law Interest Group on Peace and Security (ESIL IGPS) and the SHARES Project organise a joint symposium entitled ‘The Changing Nature of Peacekeeping: Challenges for Jus ad Bellum, Jus in Bello and Human Rights’, to be held in conjunction with the 10th ESIL Anniversary Conference in Vienna, Austria, on 3 September 2014.

The symposium, entitled ‘The Changing Nature of Peacekeeping: Challenges for Jus ad Bellum, Jus in Bello and Human Rights’, is organised against the background of an ongoing evolution in UN peacekeeping operations, especially in relation with the increasing number of missions for the protection of civilians, the robust use of force mandate given by the UN Security Council to some peacekeeping missions, and the recent creation of ‘offensive’ combat forces in the Democratic Republic of the Congo (Intervention Brigade) and Mali (MINUSMA). The more expansive mandates of peacekeeping forces raise critical questions pertaining to the law applicable to such forces, and the allocation of responsibility in situations where members of peacekeeping forces act in contravention of their international obligations. SHARES Lecture: ‘A Marxist approach to state responsibility’, by Bill Bowring

On 19 June 2014, Professor Bill Bowring will give a lecture entitled: ‘A Marxist approach to state responsibility’.

Bill Bowring is Professor of Law at Birkbeck, University of London, and is a practising barrister at Field Court Chambers, Gray’s Inn.

He joined the Law School in 2006, and is currently Director of Mooting, the Teaching Laboratory, and Director of the LLM/MA in Human Rights. He is also a Fellow of the Human Rights Centre at the University of Essex, a Senior Research Fellow at the Institute of Advanced Legal Studies, and a Visiting Professor at the University of Northampton.  (more…)
