SHARES Debate: Protecting the Arctic area – a responsibility of the Netherlands?

On Monday 16 December 2013, the fourth SHARES Debate is organised in cooperation with SPUI25, an academic-cultural centre that offers a forum for among others lectures, debates and book presentations.

SHARES/UU/KU Leuven Seminar on Shared Responsibility and Organised Non-State Actors

On Friday 13 December, the seminar ‘Shared Responsibility and Organised Non-State Actors’ will be held in Utrecht.

The seminar seeks to address the problem that while organised non-state actors (ONSAs) may cause harm in conjunction with states, international organisations and/or other ONSAs, international law does not provide for a clear concept of (shared) responsibility of ONSAs.

The aim of the seminar is threefold: first, to discuss whether the absence of established concepts and principles relating to shared responsibility of ONSAs is problematic; second, to identify patterns in practice that may allow for ONSAs to be held co-responsible; and third, to reflect on conceptual grounds and consequences of this type of co-responsibility for the law on international responsibility as a whole. On Thursday 12 December 2013, Dr. Gleider I. Hernández will give a lecture entitled: ‘Beyond the Black Box of the State: Shared Responsibility and the Federated Entity under International Law’.

Dr. Gleider Hernández is lecturer at Durham University, where he is member of the Human Rights Centre, and of the research groups Islam, Law and Modernity and Law and Conflict. He is also a member of the Academic Review Board of the Cambridge Journal of International and Comparative Law. (more…)

SHARES Seminar: A New Framework for Allocating International Responsibility: the EU Accession to the European Convention on Human Rights

On 18 October 2013, a seminar will be held in Amsterdam entitled A New Framework for Allocating International Responsibility: the EU Accession to the European Convention on Human Rights.

On 5 April 2013, a draft agreement was concluded on the modalities for the accession of the European Union to the European Convention on Human Rights. The seminar critically reflects on one key aspect of the draft agreement: the allocation of international responsibility between the EU and its member states, as well as between the member states. In particular, it reviews whether the agreement adequately addresses the gaps in human rights protection that presently arise from the specific relationship between the EU and its member states.

During this seminar, the issues of attribution and responsibility; the co-respondent mechanism; and the allocation of responsibility within the legal order of the EU will be discussed. (more…)

On Thursday 3 October 2013, Professor Michael Faure will give a lecture entitled: ‘Joint and several liability in tort law: lessons for international law’.

Professor Faure is Professor of Comparative and International Environmental Law at Maastricht University, academic director at the Maastricht European institute for transnational legal research (METRO), and Academic Director of the Ius Commune Research School.
