UK government promises GBP 12m to tackle ‘illegal immigration’ from Calais

The UK government has pledged GBP 12m to help France tackle the problem of ‘illegal immigrants’ trying to enter Britain through Calais. The deal, announced on 20 September 2014 by the UK home secretary, Theresa May, and France’s minister of interior, Bernard Cazeneuve, will also see increased cooperation between the two countries’ law enforcement agencies. High Commissioner for Human Rights: Greek, Maltese and Italian authorities must share information with Egypt concerning smugglers who allegedly killed hundreds of people

High Commissioner for Human Rights Zeid Ra’ad Al Hussein urged Egypt and other North African and European states to help bring to justice the people smugglers who allegedly deliberately sank a boat causing the deaths of hundreds of refugees and migrants in the ‘truly horrendous incident’ which may amount to ‘mass murder’ on 10 September 2014 in the Mediterranean. Israel and unidentified state reach agreement for transfer of migrants

According to a court document that surfaced on 3 June 2013, Israel has reached an agreement to send thousands of African migrants to an unidentified country. It was also disclosed that Israel is holding talks with two other countries to secure similar agreements.

Most of the migrants have come from Eritrea or Sudan. Some “infiltrators”, as Prime Minister Benjamin Netanyahu calls them, have fled oppressive regimes. Others are looking for work. Critics of the agreement said it reflects “an abdication of responsibility” and that Israel may not be able to monitor the migrants’ conditions once they are transferred.

The Philippines emphasise migrants protection as shared responsibility

The protection of migrants is a shared responsibility between the sending and destination states, stressed the Philippine Foreign Affairs Undersecretary Jesus Yabes in a side meeting held in connection with a meeting of the Global Forum on Migration and Development (GFMD) on 21 May 2013 in Geneva.

In the side meeting with Ambassador Eva Akerman Borje, the head of the Secretariat of the Swedish Chairmanship of the GFMD, Yabes strongly underscored continued social protection of migrant workers as a central concern for the GFMD, the largest inter-governmental process concerned with migration and development issues. Yabes urged Sweden, the current chair of the Forum until June 2014, to lead the GFMD in encouraging destination states to engage themselves further in issues related to migration protection.

Report of the Special Rapporteur on the human rights of migrants: “insufficient responsibility sharing” in and around Europe

On 28 May 2013, the United Nations Special Rapporteur on the human rights of migrants, François Crépeau, presented his report on the management of the external borders of the European Union (EU) and the impact on the human rights of migrants to the UN Human Rights Council.

In his report, he warned that the increasing competence of the European Union in the field of migration has not always been accompanied by a corresponding guarantee of rights for migrants themselves, and in particular irregular migrants.

Mr. Crépeau also stressed there has been an ‘externalization’ of border control, through which countries of departure or transit bear all the responsibility for preventing irregular migration, and underlined that the EU must share this responsibility among its member states.
