UNSC fails to pass resolution condemning as genocide the crimes committed at Srebrenica in 1995

On 8 July 2015, the Security Council failed to pass a resolution – with 10 votes in favour, four abstentions (Angola, China, Nigeria and Venezuela) and the Russian Federation voting against – strongly condemning as genocide the crimes committed at Srebrenica, as established by judgments of the International Criminal Tribunal for the former Yugoslavia and the International Court of Justice and all other proven war crimes and crimes against humanity committed in the course of the conflict in Bosnia and Herzegovina. The draft resolution  would have further agreed that ‘acceptance of the tragic events at Srebrenica as genocide is a prerequisite for reconciliation’. (more…)

Special Rapporteur on the protection and promotion of human rights while countering terrorism: ‘The Security Council has an obligation to act’ to protect civilians from ISIL

‘The Security Council has an obligation to act’, Ben Emmerson, the Special Rapporteur on the protection and promotion of human rights while countering terrorism, said in a press release on the presentation of his latest report on the gross violations committed by the Islamic State in Iraq and the Levant group (ISIL) and the pressing need for accountability. ‘Given the reports of genocide, all members of the Security Council may now have a specific responsibility to take action to prevent this most serious of international crimes’, Mr. Emmerson said. Security Council responds to calls for continued international support in Libya, extends mandate for the UN Mission

The United Nations Security Council extended the mandate for the UN mission to Libya, determining that the conflict remains a threat to international peace and security. Acting under Chapter VII of the Charter the Council voted unanimously for the extension which secures the continued presence of the United Nations Support Mission in Libya (UNSMIL). The mission will continue to be led by the Special Representative of the Secretary-General, Bernardino León, and will remain ‘in full accordance with the principles of Libyan national ownership’. UNSC: common effort amongst governments and institutions needed to counter ISIL

The UN Security Council has strongly condemned the ‘ongoing barbaric terrorist acts’ committed by militants of the Islamic State of Iraq and the Levant (ISIL) and reaffirmed its determination in defeating the extremist group. (more…)
