The United Nations refugee agency, the office of the United Nations High Commissioner for Refugees (UNHCR) reports that one million people have fled Syria, in particular to Lebanon, Turkey, Jordan, Egypt and Iraq. Since 1 January 2013, the number has risen with more than 400.000.
International donors have pledged 1.5 billion Dollar for a UN response plan to help the displaced people, but only 25 per cent of this has been funded.

A new United Nations (UN) report states that Afghan authorities are still torturing prisoners who had been transferred by foreign governments. Even though the international military force was making a serious effort to delay transfers if there was risk of torture, about 30 percent of 79 detainees who had been transferred to Afghan custody by foreign governments ended up being tortured, the report said. That is higher than in 2011, when the UN found that 24 percent of transferred detainees were tortured.

Rich countries are to blame for climate change and should take the lead in forging a global climate pact by 2015, a deadline that “must be met,” the head of the United Nations said on 5 December 2012. In addition, he said that it was “only fair and reasonable that the developed world should bear most of the responsibility” in fighting the gradual warming of the planet.
The comments were made as the Doha Climate Change Conference draws to a close on Friday 7 December 2012. It opened on Monday 26 November 2012 in Doha, Qatar to produce agreement on an extension of the Kyoto Protocol, which expires later this year.
