Expressing its ‘gravest concern’ that parts of Iraq and Syria are now under the control of the Islamic State in Iraq and the Levant (ISIL) and Al-Nusra Front, the UN Security Council placed six individuals affiliated with the terrorist groups on its Al-Qaida sanctions list and threatened measures against those who finance, recruit or supply weapons to them. On 22 May, in a confidential report, Secretary-General Ban Ki-moon urged the Security Council to authorise the delivery of food and medicine to Syria without Al-Assad’s consent. In what the NY Times has named Ban Ki-moon’s strongest push to date to bypass Syria’s government so as to deliver aid, the Secretary General indicated that the Syrian government is failing in its responsibility to look after its own people. On 16 April, the United Nations Security Council marked the 20th anniversary of the genocide in Rwanda and adopted a resolution that calls on the international community to recommit to prevent and combat such grave crimes. During the special meeting UN Deputy Secretary-General, Jan Eliasson, emphasised that present-day conflicts reveal that the protection of peoples suffering from atrocities is still ‘lagging and elusive.’ Eliasson called on all states to meet their responsibility to prevent genocide and other severe crimes, to protect and promote human rights, and to reinforce diversity and civil society.

All sides in the Syrian civil war are committing war crimes and the world powers bear responsibility for allowing these crimes to endure, stated UN human rights investigators on 5 March 2014. Their latest report on atrocities committed in Syria urges the Security Council to refer grave violations of humanitarian law to the International Criminal Court. It said that ‘the Security Council bears responsibility for allowing the warring parties to violate these rules with impunity.’ The independent investigators said that both sides in the conflict have been supported by the disagreeing world powers and that the diplomatic impasse has worsened the atrocities. They stated that not just the fighters and their commanders can be held accountable for the war crimes, but states which transfer arms to Syria as well.
